Add PostgresML support for EmbeddingClient

Browse Source 
- Implement dimensions method
 - Add MetadataMode support. Defaults to EMBED
 - Drop the pgml extension between tests.
 - Disable the PostgresMlEmbeddingClientIT by default.

Resolves #33
