Andy Wilkinson a3719e7b81 Remove Concourse caching config ...

The large number of tasks in the smoke tests means that they're not
a good fit for Concourse's per-worker, per-task cache. It results
in a large number of large (~800MB) volumes that overwhelm the
available storage.
