Revert "Upgrade default CNB builders to Paketo Jammy"

This reverts commit 6506208d29. The
upgrade to the Jammy builder was causing
failsWhenBuildImageIsInvokedOnMultiModuleProjectWithBuildImageGoal to
hang on CI.
