Allow META-INF/resources in WAR classes folder

Update `TomcatResources` so that `META-INF/resources` folders in
`src/main/resources` no longer fail with a "URI is not hierarchical"
exception.

Add exception endpoints to tomcat-jsp sample
...
Update `spring-boot-sample-tomcat-jsp` to include endpoints that trigger
exceptions. Primarily to aid testing of the ErrorPageFilter.

Migrate spring.view properties
...
Migrate `spring.view.prefix` and `spring.view.suffix` to
`spring.mvc.view.prefix` and `spring.mvc.view.suffix` respectively. The
former properties are still handled in a backward compatible way and are
defined as deprecated in the meta-data.

Add Tomcat 7 and Jetty 8 samples
...
Switch the Tomcat 8 and Jetty 9 samples to Tomcat 7 and Jetty 8. Since
Tomcat 8 and Jetty 9 are now the default versions the previous samples
are no longer relevant, however, we do need integration tests to check
that we remain compatible with Tomcat 7 and Jetty 8.
