Phillip Webb 4c446c38a6 Only add management error page for Spring MVC ...

Move management `ErrorPage` registration from the
`WebMvcEndpointChildContextConfiguration` to
`WebMvcEndpointChildContextConfiguration` and only add it when the
error controller is registered.
