Force TokenBuffer to use BigDecimal if necessary

This commit makes the Jackson2Tokenizer enable
TokenBuffer.forceUseOfBigDecimal if the element type given to the
Decoder is BigDecimal. Previous to this commit, values would be
converted to floats.

Closes gh-24479
