Deprecate TxConfigAttributes alongside @TxConfig

Since @TransactionConfiguration is now deprecated, this commit also
deprecates TransactionConfigurationAttributes with the intention of
completely removing TransactionConfigurationAttributes once
@TransactionConfiguration has been removed.
