Do not cache prototype @ControllerAdvice beans

Spring Framework 5.2 introduced support for caching @ControllerAdvice
beans; however, this caching was also applied incorrectly to
non-singleton beans.

This commit addresses this regression by only caching singleton
@ControllerAdvice beans.
