Refine the StringUtils#uriDecode method in the following ways: - Use a StringBuilder instead of ByteArrayOutputStream, and only decode %-encoded sequences. - Use HexFormat.fromHexDigits to decode hex sequences. - Decode to a byte array that is only allocated if encoded sequences are encountered.
