GH-3469 New Sonar smell & volatile busyWaitMillis

Fixes https://github.com/spring-projects/spring-integration/issues/3469

* Fix new Sonar smells
* Mark `LockRegistryLeaderInitiator.busyWaitMillis` as `volatile`
so runtime changes (e.g. `RedisLockRegistryLeaderInitiatorTests`)
will make an immediate effect
