GH-3672: Clean up Jdbc & ZK LockRegistry caches

Fixes https://github.com/spring-projects/spring-integration/issues/3672

* Clean up `JdbcLockRegistry`, `ZookeeperLockRegistry` cache automatically 
* setCapacity(int capacity) to cacheCapacity(int capacity)
* field rename `capacity`to `cacheCapacity`, add static
