98bbd6b3d2 Add bump-version-major job to ci pipeline 
So we can update headless, vscode and atom
version numbers to 1.0.0 at the click
of a button.

7c710cac7e Get rid of all the experimental cruft to deali with no-fatjar in atom build 
We will just publish the dummy packages one last time manually and then
remove all trace of them from the build / repo.

82e9f9ee26 Repeat vscode-boot-rc build on fail 
It already has passed the tests in snapshot build. So failure are almost
certainly due to test flakyness.
