83b61cfb42 Remove build-fatjars from concourse ci 
We are not using thuis anymore so building it is a waste of time
and concourse compute resources.

350eea5369 Tweaks to CI pipeline: 
- slack messages to 'spring-tools-team' instead of 'tools-team-internal'
- create-rc-wiki page is 'serial' to avoid race conditions.
