Support for new ConfigDataLoader infrastructure. (#1656)
This allows for `spring.config.import=configserver:` Supports the fact that bootstrap is now opt in. In config client, by default, `ConfigServerConfigData*` will be used instead of `ConfigServicePropertySourceLocator`.
