0dd99851e6 Move DefaultTextEncryptionAutoConfiguration so the RsaEncryotionAutoconfiguration is loaded first (#2340) 
We need the TextEncryptorLocator from the RSA autoconfiguration to be created first is present.  Fixes #2265
