50c74c9eba Testcontainers support (#624) 
Testcontainers functionality is in ConsulTestcontainers

This allows for use either by an ApplicationContextInitializer or statically.

6665c72c2f fix(shellScript): download correct consul zip for arm64 processor 
ci_install_consul.sh just downloads the consul for amd64, which cannot be executed on arm64 architecture processors.
Add achitecture checking in this script to support downloading correct binary file.

5322aa6031 URL Cleanup 
This commit updates URLs to prefer the https protocol. Redirects are not followed to avoid accidentally expanding intentionally shortened URLs (i.e. if using a URL shortener).

c0e9795e98 Adds healthCheckCriticalTimeout to discovery props 
The healthCheckCriticalTimeout property tells consul to deregister services in critical longer than timeout.

8a8b02ecf9 Don't register with consul in bootstrap. 
This allows the normal consul lifecycle to register and properly deregister when using config client discovery.

3912743d77 Update to docker-compose and consul UI 
The UI got hosed by a grep/replace so mainly this reverts that change.
Plus describe getting started experience in terms of docker-compose.
