Jay Bryant cfea9db27e Made the Table of Contents collapsible ...

I modified the pom.xml to bring in tocbot-3.0.2 and modified index.adoc to use it. I also added docinfo-footer.html and docinfo.html, as that is the usual way of including tocbot. I removed the .gitignore file, because we shouldn't be ignoring HTML and CSS files.
