895df4456a Uses new spring-cloud-starter-bootstrap. 
This allows opt-in to bootstrap via classpath rather than properties.

6e2afade1b Add support for GCP authentication. 
We now support GCP Compute and GCP IAM authentication.

We also provide different RestTemplate's for Vault and for external service communication.

79b04f2dc8 Upgrade to Spring Vault 2.1 snapshots, Reactor Californium, Spring Boot 2.1. 
Fix bean overrides caused by the reactive health indicator.

Disable TlsCert authentication tests because of Reactor's HttpClient interference with SSL configurations.
