a3719e7b81 Remove Concourse caching config 
The large number of tasks in the smoke tests means that they're not
a good fit for Concourse's per-worker, per-task cache. It results
in a large number of large (~800MB) volumes that overwhelm the
available storage.

We can't upgrade to 0.9.27 as neither it nor 0.9.26 are compatible
with Graal 22.3 (graalvm/native-build-tools#516).
