Remove sorting from JdbcJobExecutionDao#GET_RUNNING_EXECUTIONS

Remove the sorting from JdbcJobExecutionDao#GET_RUNNING_EXECUTIONS
because #findRunningJobExecutions returns an unsorted HashSet.

Resolves #3987
