Step 1: extend JobFactory implementations a bit to provide more options for creating the context (also consolidated TaskExecutor and QUartz JobLaunchers into JobRegstryBackgroundJobRunner).

Check to see if commit already failed before storing exception.  Also ensure that step starts continuable, and only hits UNKNOWN if a commit failure occurs

JobExecutionContext is now persisted (together with StepExecutionContext) and retrieved on restart
(changed jobExecution's start time to be not null so that last execution can be always found).
