Since the default value of skip limit was changed
to 10 in fd45d322#4661

Add ability to customize the job parameters converter in the default batch configuration

Before this commit, it was impossible to customize the job parameters converter
without overriding the entire`jobOperator()` method.
This commit makes it possible to override `getJobParametersConverter()`
or define a bean of type `JobParametersConverter` to customize the job
parameters converter used by the job operator.

Add workflow_dispatch trigger to the CI build
...
This is needed to manually trigger the workflow
without having to push a commit to the main branch.
The typical use case is when an upstream dependency
causes a build failure in the latest snapshot and
we want to test the fix by triggering a new build on
github.
