Add KubernetesClusterNotAvailableConfigurationIntegrationTests class.
Test and assert client Region DataPolicy configuration (PROXY). Test and assert Environment configuration does not set the 'spring.data.gemfire.cache.client.region.shortcut' property. Add preconditions for a Kubernetes runtime environment and logging set to INFO.
