Auto-configure OtlpMetricsSender if available
Update `OtlpMetricsExportAutoConfiguration` to use the new `OtlpMetricsSender`interface that allows users to customize the sending of OTLP metrics using the `OtlpMeterRegistry`. See gh-45204
