a6f0a05073 #351 - Make sure that static resources uploaded are overwritable by group. 
Added Wagon plugin execution to set uploaded file permissions for schemas and static resources so that they can be replaced by other team members. Extracted common server configuration into plugin configuration.

f79ceaf7e6 #311 - Set inception year in pom.xml to 2011. 
Inception year is intended to be a four digit property to generate copyright notices. JavaDoc footers are generated using the inception year and rendered as range from inception year to the current year.

Change ticket reference style from Javadoc @see DATA…-??? to @Test // DATA…-???. Using @see requires either a Java symbol or a valid HTML link <a href=…>…</a>. To not include links to resources that might change, we  decided to put the ticket reference directly after the test annotation.
