Polish contribution

This commit:

- fixes Checkstyle violations
- improves Javadoc
- adds missing @since tags
- renames getCurrentQueueSize() to getQueueSize()
- avoids NullPointerExceptions in getQueueSize()
- introduces tests for queue size and queue capacity

Closes gh-28583
