GH-3027: Rotator enhancements

* Implement `RotatingServerAdvice` enhancements

* Update javadocs

* Introduce a new `onRotation()` callback for possible overriding
* Make a default implementation do no throw an exception when 
non-standard `MessageSource` impl is provided.
* Adjust its JavaDocs to describe a behavior
