Fix race condition in test case
https://build.spring.io/browse/SK-SON-1074/ Container could be paused before receiving the message that fails to commit. - remove the pause/resume and use latches - add some retries, but don't fail if the rebalance doesn't occur - reduced test runtime from ~30 seconds to ~5 seconds
