[CI] Skip publishing of mavenOptionalRuntimeElements

This commit works around a bug in the Gradle SigningPlugin where it
attempts to sign 'java-classes-dir' and 'java-resources-dir' from the
'mavenOptionalRuntimeElements' configuration.
