Remove ConditionalOnBean for VaultHealthIndicatorAutoConfiguration.

VaultHealthIndicatorAutoConfiguration is now activated regardless of the presence of VaultBootstrapConfiguration. We also ensure that VaultHealthIndicatorAutoConfiguration gets configured after VaultAutoConfiguration and VaultReactiveAutoConfiguration to correctly detect VaultOperations and ReactiveVaultOperations beans.

Closes gh-574.
