Create RelaxedPropertyResolver class that can be used to get values
from another PropertyResolver (probably an Environment) using the
same relaxed rules as the RelaxedDataBinder.

The commit extracts the relaxed naming rules from RelaxedDataBinder
into a new RelaxedNames class.
